Or: Furnace Season Starts Today β€” Here’s How to Warm the House Without Warming a Scammer’s Pocket

By Thomas Seest, Dunlap.Today Β· Friday, October 16, 2026

Good morning, neighbor. Pour the coffee and leave yesterday’s COLA celebration on the counter for a minute. The raise is real and automatic β€” we walked through the dollars Thursday. Today the weather does the talking: a cold front is rolling through the Valley, the furnace is about to earn its keep, and windy weekends are when roof and tree “inspectors” start knocking.

So this morning we keep the money talk practical. Heating help you can call. Storm-door red flags. Utility impostors who love cold weather. Day-two Medicare shopping without handing out your numbers. Friday’s gas and mortgage check. And a couple of drought-loan deadlines if you still farm or help someone who does.

⏱️ What this means for you in 30 seconds

  • Heat help: LIHEAP through SETHRA can help with electric, gas, fuel oil, kerosene, wood or coal. Sequatchie office: 423-949-2191 (312 Resource Rd., Dunlap).
  • After the wind: “Free” roof or tree inspections that want cash up front are a classic storm play. Tennessee law caps a deposit at one-third of the job. Check verify.tn.gov.
  • Utility tell: Real co-ops and power companies do not demand gift cards, crypto or a money transfer to “stop a shutoff.” Call the number on your bill.
  • Medicare OE day two: Open enrollment runs through Dec. 7. Type Medicare.gov yourself. Free help: TN SHIP 1-877-801-0044.
  • Pump & rates (Oct. 16 / Oct. 15): AAA Chattanooga regular about $3.72, Tennessee about $3.87. Freddie Mac 30-year 7.40%, 15-year 6.71%.
  • COLA fridge: Raise still automatic β€” January Social Security / SSI Dec. 31. Paperless my Social Security by Nov. 18 if you want the online notice. Part B 2027 still not official.
  • Farm money: Sequatchie and Marion remain eligible for USDA drought emergency loans; deadlines Dec. 10, 2026 and Jan. 6, 2027.

πŸ“ Jot This Down

  1. SETHRA 423-949-2191. If the first cold nights stretch the power or propane bill, call before you fall behind. Payment goes to the supplier, not into your hand.
  2. Never pay a storm contractor in full up front. Get three written quotes, check the license at verify.tn.gov, and call your insurer yourself β€” don’t let a stranger “handle” the claim.
  3. Hang up on shutoff threats and “unlock your COLA” pitches. Look up the real number on your bill or at ssa.gov. Your raise does not need a fee, and your heat does not need a gift card.

πŸ”₯ The Front Turns On the Furnace β€” LIHEAP Help Is Still on the Table

Illustration for 🔥 The Front Turns On the Furnace β€” LIHEAP Help Is Still on the Table

National Weather Service guidance this morning has Dunlap cooling hard after a warm midday β€” highs falling into the 60s this afternoon, gusty wind, then a Saturday near 60 and Sunday/Monday dawns near the upper 30s. That is furnace weather, and it arrives overnight for a lot of Valley homes that have been on light A/C all week.

If the bill jumps and the budget is tight, the Low-Income Home Energy Assistance Program (LIHEAP) is the first phone call worth making. In our corner of the state it runs through the Southeast Tennessee Human Resource Agency (SETHRA). Help may cover electric, natural gas, fuel oil, kerosene, wood or coal, and the payment goes straight to the supplier.

SETHRA serves Sequatchie, Bledsoe, Marion, Grundy, Meigs, McMinn, Rhea and Polk counties. The Sequatchie County office is at 312 Resource Road, Dunlap β€” 423-949-2191. Marion is 423-942-8876; Bledsoe is 423-447-2444. You can apply online through THDA’s SmartSimple portal, drop off a paper application, mail it to P.O. Box 909, Dunlap, TN 37327, or email liheap@sethra.us. Call ahead for an appointment if you prefer to talk it through in person.

Sequachee Valley Electric Cooperative also points members who need payment help back to the same SETHRA LIHEAP line. Arrangements with your co-op are a separate conversation β€” call the number on your bill before anything gets past due.

What it means for you: Don’t wait until a disconnect notice is taped to the door. A calm call this week, while the first cold snap is still new, beats a scramble in November. Bring ID, Social Security cards for the household, income proof and a recent utility bill.

🌬️ After the Gusts: “Free Inspection” Knockers and Storm-Repair Red Flags

Illustration for 🌬️ After the Gusts: "Free Inspection" Knockers and Storm-Repair Red Flags

Today’s front and tonight’s gusts β€” NWS has been talking 25 to 30 mph β€” are exactly the weather that brings out-of-town roof and tree crews to the porch. Some are honest locals. Some are not.

Tennessee’s Attorney General and the Better Business Bureau both warn about the same script: someone offers a free roof or home inspection, “finds” damage (sometimes by helping it along), then wants you to sign and pay right now. After storms, the Tennessee Department of Commerce & Insurance adds the same list: door-to-door or phone pitches, pressure to decide on the spot, and contractors who want the full price before a nail is driven.

Under Tennessee law, a contractor generally cannot ask for more than one-third of the project cost up front. Cash-only deals, vague answers about where the company is based, and anyone who wants you to pull your own permits are yellow flags. For jobs of $25,000 or more, a state contractor license is required before bidding β€” check it yourself at verify.tn.gov.

What it means for you: Walk the yard after the wind dies down. If something looks wrong, call your insurance company on the number on your policy β€” not a stranger who “will handle the claim.” Get at least three written estimates from outfits your neighbors know. The Board for Licensing Contractors is 615-741-8307 or 800-544-7693. Consumer Affairs: 800-342-8385.

⚑ Cold Weather Brings Utility Impostors β€” Shutoff Threats and Fake Refunds

Illustration for ⚑ Cold Weather Brings Utility Impostors β€” Shutoff Threats and Fake Refunds

When the heat comes on, so do the fake utility calls. The Federal Trade Commission warns that after storms and cold snaps, scammers send texts, emails or calls that look like your power company β€” sometimes claiming they can restore or keep service if you pay right now. Local utilities around Chattanooga have flagged the same pattern: urgent shutoff threats, demands for card numbers, and “refund” calls that ask for bank routing details.

The tells are simple. Real utilities do not demand payment by gift card, cryptocurrency or money transfer. They do not need you to click a surprise text link to “verify” your account. A refund, when it’s real, usually shows up as a credit on your bill or a check β€” not as a stranger collecting your routing number over the phone.

What it means for you: Hang up. Find the customer-service number printed on your Sequachee Valley Electric, EPB or gas bill and call that. If the threat was fake, you’ve lost nothing but a minute. If something is truly past due, you’ll hear it from the real office and can talk about arrangements or LIHEAP.

🩺 Medicare Open Enrollment, Day Two β€” Shop Slowly, Don’t Hand Over Numbers

Illustration for 🩺 Medicare Open Enrollment, Day Two β€” Shop Slowly, Don't Hand Over Numbers

Medicare’s annual open enrollment opened yesterday and runs through Dec. 7. Our Health & Senior Services edition this morning covered the new 2027 star ratings and special enrollment windows. The money angle today is simpler: do not let a stranger “help” you enroll over an unexpected call.

Medicare will not call you out of the blue asking for your Medicare Number, Social Security number or bank information. The FTC also warns about paid search ads that look official β€” type Medicare.gov yourself or call 1-800-MEDICARE (1-800-633-4227). For free, unbiased plan counseling in Tennessee, call TN SHIP at 1-877-801-0044. SHIP does not sell insurance.

What it means for you: Take the weekend to gather your current plan papers and a list of your medicines. Compare on Medicare.gov or with SHIP. Nobody needs your card number to “hold a spot” for you.

β›½ Friday Money Check: Gas Eases a Penny, Mortgages Hold at 7.40%

Illustration for β›½ Friday Money Check: Gas Eases a Penny, Mortgages Hold at 7.40%

AAA’s Tennessee averages as of this morning (Oct. 16): statewide regular about $3.87 ($3.8735), down a little from yesterday’s $3.89. Chattanooga (TN only) regular about $3.72 ($3.7246), also a hair softer than yesterday’s $3.74. Diesel in Chattanooga sits near $5.75. A week ago Chattanooga was closer to $3.90 β€” so the trend is gently down, not a crash.

Freddie Mac’s Primary Mortgage Market Survey, published Thursday afternoon, held the 30-year fixed at 7.40% for a second straight week (it was 6.27% a year ago). The 15-year slipped a notch to 6.71% from 6.73%. For retirees carrying a mortgage, watching a HECM, or helping kids buy, that is still expensive money β€” useful context, not a reason to refinance overnight.

What it means for you: Shop the pump with the AAA map if you’re heading to town. Treat 7.40% as a weekly pulse, not a daily stressor. The COLA raise we covered yesterday does not change these numbers, and neither does a stranger on the phone.

🌾 Still Open: USDA Drought Emergency Loans for Sequatchie & Marion

Illustration for 🌾 Still Open: USDA Drought Emergency Loans for Sequatchie & Marion

Our Weather, Garden & Farm edition this morning noted that the new Drought Monitor map is unchanged β€” Sequatchie County still shows drought β€” and that USDA Farm Service Agency emergency-loan windows remain open. Worth repeating on the money page: Sequatchie and Marion are primary counties under a June drought designation with an application deadline of Jan. 6, 2027. An earlier designation that listed both as contiguous counties runs through Dec. 10, 2026.

Emergency loans can help replace essential equipment or livestock, reorganize an operation, or refinance certain debts. FSA reviews each case on losses, security and repayment ability. This is not a gift β€” it is credit β€” and it is worth a call to your local USDA Service Center if the dry year left a hole in the books.

What it means for you: Mark both dates on the kitchen calendar. Bring loss records when you go. If you don’t farm but a neighbor does, pass the deadlines along.

🚫 Quick Scam Desk: Green Dot Texts, Ballot Links, Package QR Codes

Illustration for 🚫 Quick Scam Desk: Green Dot Texts, Ballot Links, Package QR Codes

A few short protect-yourself notes while early voting continues and packages keep landing on porches:

  • Church / pastor texts: Dunlap Police flagged a Green Dot gift-card scam using local church-leader names (our Community edition this morning named First Baptist Dunlap and Pastor Josh Coffman). If a “pastor” texts for cards or wire money, call the church on the number you already know β€” not the number in the text.
  • Election / ballot texts: Early voting in Tennessee runs through Oct. 29 (election day Nov. 3). Ignore texts about your ballot being disqualified or needing a click. Use GoVoteTN and the locations list from the Secretary of State.
  • Package / QR surprises: The FTC warns that unexpected packages with a “scan to see who sent this” QR code can lead to phishing sites. Don’t scan. Track packages on the retailer’s own site. USPS-style tracking texts with odd links are often smishing β€” delete them.
  • Prize β†’ direct deposit: Still circulating (we covered it fully yesterday). Nobody who “won you a prize” needs to move your Social Security deposit to a prepaid card. Hang up; check your deposit at ssa.gov/myaccount.

What it means for you: Slow down. Real churches, real elections offices and real carriers already have ways to reach you that don’t start with a panic link.

❓ Frequently Asked Questions

Illustration for ❓ Frequently Asked Questions

Is LIHEAP only for people who already have a shutoff notice?

No. You can apply when bills are stretching the budget. Emergency situations get priority documentation, but SETHRA encourages folks to call before things become a crisis. Call 423-949-2191 to ask what fits your household.

Someone offered a free roof inspection after today’s wind. Should I say yes?

Be careful. Free looks can be a sales pitch. If you want an inspection, pick a local contractor you can verify at verify.tn.gov, get everything in writing, and talk to your insurer yourself first. Never pay the full job up front.

A caller says my power will be cut in an hour unless I pay by gift card. Is that real?

Almost never. Hang up and call the number printed on your bill. Real utilities do not demand gift cards, crypto or money transfers.

Did the COLA details change overnight?

No. The 3.6% raise for 2027 is still official. Social Security payments rise starting January 2027; SSI on Dec. 31, 2026. Part B for 2027 is still not announced. See yesterday’s edition for the dollar tables.

How do I see my exact new Social Security amount?

Create or open your my Social Security account and choose paperless notices by Nov. 18 to read the one-page notice online in late November. Otherwise watch the mailbox in December. Nobody needs a fee to “unlock” it.

Are Sequatchie farmers still eligible for drought emergency loans?

Yes. Sequatchie and Marion are named in USDA designations with deadlines of Dec. 10, 2026 and Jan. 6, 2027. Contact your local USDA Service Center for the paperwork that fits your operation.

I already clicked a fake utility or package link. What now?

Don’t be embarrassed β€” act. Change passwords on a different device if you can. Call your bank from the number on your card. Report at ReportFraud.ftc.gov and visit IdentityTheft.gov. AARP’s Fraud Watch Helpline is 877-908-3360.
