Or: Easy Driving Weather All Week, Busier Evenings Downtown, Flashing Lights at the Aquarium Wednesday Morning, and What to Expect on the Way to Crossville

By Thomas Seest, Dunlap.Today Β· Monday, October 19, 2026

Monday morning, and the road news is the gentle kind. The weather is about as friendly as fall gets, the work crews close to home are right where we left them, and the biggest changes this week are a music festival and a practice drill in Chattanooga. Think of this report like checking the mailbox on the way to the truck: a quick look, and you know what’s waiting.

Here’s what’s in this report: patchy frost and some morning fog may greet early drivers the next couple of days, then it’s sunny and dry every day through Sunday. The IBMA World of Bluegrass festival fills downtown Chattanooga and the Southside Tuesday through Saturday, so evenings will be busier there. On Wednesday morning, police cars, fire trucks and ambulances will gather at the Tennessee Aquarium for a training drill, and the roads stay open. For anyone headed north on U.S. 127 to Crossville, we’ve rounded up the work along the way. We finish with a short list of jobs that are still going on this week.

⏱️ What this means for you in 30 seconds

  • Next couple of mornings: Patchy frost is possible in the mountains and on the Plateau, and fog may sit low near rivers and creeks. It burns off quickly once the sun is up.
  • Monday through Sunday: Sunny and dry in Dunlap, with highs from 71 to 76 and lows in the mid-40s. No rain in the forecast.
  • Tue., Oct. 20 – Sat., Oct. 24: IBMA World of Bluegrass in downtown Chattanooga. Expect busier evenings and fuller parking near the Convention Center and the Southside.
  • Wed., Oct. 21, about 6–10 a.m. our time: Emergency training drill at the Tennessee Aquarium. It’s practice. Roads stay open.
  • Going to Crossville: Night resurfacing on I-40, daytime paving on U.S. 127 north of I-40, and a closed stretch of SR-24 in town with a marked detour.
  • Remember: Chattanooga and Crossville are both on Eastern time, one hour ahead of Dunlap.

🌫️ Foggy Bottoms and Frosty Tops, Then Sunshine All Week

The National Weather Service in Morristown said early this morning that patchy frost is possible over the next couple of mornings, mainly in the mountains, on the Plateau and in northeast Tennessee. Forecasters also noted that river fog formed this morning along the Tennessee River and a handful of its tributaries, and that it should clear quickly once the sun gets going.

After that, the weather service calls it “a general wash/rinse/repeat each day”: light winds, mostly sunny skies, low humidity and no rain for the foreseeable future. For Dunlap, the forecast shows sunny skies every day from today through Sunday, with highs between 71 and 76 and lows around 44 or 45.

What it means for you: If you live near the river, a creek bottom or a low spot on your road, you might drive into a patch of fog before sunup. Fog on a back road is like walking into a dark kitchen at 4 a.m.: you know the way, but you still slow down and feel for the light switch. Use your low beams (high beams just bounce back at you), leave extra room behind the car ahead and slow down until you can see clearly. By mid-morning, it’s dry roads and blue sky all week. Sunrise is about 6:51 a.m. today, so keep your sunglasses handy once the fog lifts.

πŸͺ• Bluegrass Week Downtown: Busier Evenings in Chattanooga

Illustration for 🪕 Bluegrass Week Downtown: Busier Evenings in Chattanooga

The International Bluegrass Music Association brings its World of Bluegrass back to Chattanooga from Tuesday, Oct. 20, through Saturday, Oct. 24. It’s five days of business meetings, showcases, an awards show and a music festival, centered on the Chattanooga Convention Center and a handful of Southside venues. Here are the times converted to our Central time (Chattanooga is an hour ahead):

  • Tue.–Wed., Oct. 20–21: The Bluegrass Ramble runs about 4:40–10 p.m. at the Convention Center and Southside venues (ticketed).
  • Thu., Oct. 22: The IBMA Bluegrass Music Awards begin at 6 p.m. at Soldiers and Sailors Memorial Auditorium (ticketed).
  • Fri.–Sat., Oct. 23–24: The Exhibit Hall at the Convention Center is free and open to the public, 10 a.m.–5 p.m. Bluegrass Live! runs from 1:30 p.m. to about 11:30 p.m. (ticketed).
  • Sat., Oct. 24: Pickin’ in the Park is free at Miller Park and Miller Plaza, 9 a.m.–8 p.m., with college bands, Kids on Bluegrass, local musicians, crafts and food.

As of midday Monday, we hadn’t seen any festival street closures posted by the city. The city usually lists special-event closures later in the week, so check before you go.

What it means for you: If you have a doctor’s appointment or errand downtown this week, daytime driving should feel normal. Evenings and Saturday will be busier near the Convention Center, Miller Park and the Southside, the way the church parking lot fills up on homecoming Sunday. If you’re going to hear some picking, plan to park a few blocks out and enjoy the walk. And if a Saturday trip in town doesn’t involve music, you might take a route that skips downtown.

πŸš“ Flashing Lights at the Aquarium Wednesday? It’s Only a Drill

Illustration for 🚓 Flashing Lights at the Aquarium Wednesday? It's Only a Drill

On Wednesday, Oct. 21, the Tennessee Aquarium and the Chattanooga Police Department will hold a training exercise with a long list of partners, including the Chattanooga Fire Department, Hamilton County EMS, the Hamilton County Sheriff’s Office, the Tennessee Highway Patrol, UTC Police and others. Organizers put it plainly: “This is a drill.”

Police cars, ambulances, fire trucks and uniformed officers will be on the Aquarium Plaza from about 7 to 11 a.m. Eastern, which is about 6 to 10 a.m. our time. The drill covers the Aquarium and its plaza, from the drive-through horseshoe at Broad Street and Aquarium Way west to Chestnut Street. Roads will not be closed and will stay open to through traffic.

What it means for you: If you’re driving downtown early Wednesday and see a crowd of emergency vehicles near the Aquarium, there’s no need to worry. It’s practice, like a fire drill at school, so the people who keep us safe are ready if they’re ever needed. Drive normally, keep an eye out for folks in uniform crossing the street, and maybe tell anyone riding with you ahead of time so nobody gets startled.

🧭 Headed North to Crossville? Here’s What’s on the Way

Illustration for 🧭 Headed North to Crossville? Here's What's on the Way

Lots of Valley folks drive north on U.S. 127 through Pikeville and up the mountain to Crossville for shopping, appointments or I-40. TDOT’s weekly report for our region lists several jobs in Cumberland County this week. These are all Eastern time, an hour ahead of us:

  • U.S. 127 north of I-40: Grading and paving continue from just north of I-40 to near Potato Farm Road. Expect trucks entering the road, temporary lane closures and the occasional short stop, with flaggers and warning signs.
  • I-40 near Crossville (mile markers 306 to 311): Resurfacing overnight, Sunday night through Friday morning, 7 p.m. to 6 a.m. (6 p.m. to 5 a.m. our time).
  • SR-24 in Crossville: Closed between the Crossville city limits and the Seventh-day Adventist church and school for a bridge replacement over the Obed River. The posted detour uses SR-462 and SR-1, and the closure lasts for the whole project.
  • SR-1 (Deep Water Road to near POW Camp Road): Resurfacing with daily lane closures and flaggers, Monday through Friday.
  • U.S. 127 farther north, toward Jamestown: Traffic is now on the new, wider alignment from near North Lowe Road into Fentress County. Watch for new signs and pavement markings.

And as we mentioned yesterday, crews near Crab Orchard planned to start closing one lane of I-40 near mile marker 329 overnight, beginning last night, for bridge repairs.

What it means for you: A daytime trip to Crossville should mostly mean a few extra minutes on U.S. 127 north of the interstate. It’s like a stop at the feed store on a Saturday: you might wait your turn, but you’ll get what you came for. If your errands are on the east side of town, look for the SR-24 detour signs. The overnight interstate work matters mostly to night-shift drivers and early travelers.

  • River fog: Fog that forms over rivers and creeks on clear, calm, cool nights, when the water is warmer than the air. It usually clears soon after sunrise.
  • Low beams: Your regular headlights. In fog, they light the road better than high beams, which reflect off the fog and make it harder to see.
  • Training exercise (drill): A planned practice run where police, fire and medical crews rehearse working together. Nothing real is happening.
  • Detour: A marked route around a closed road. Follow the orange signs.
  • Alignment: The path a road follows. A “new alignment” means the road has moved onto freshly built lanes.
  • Eastern vs. Central time: Chattanooga, Crossville and Knoxville are on Eastern time. Dunlap, Pikeville and Jasper are on Central, one hour earlier.

Will it rain this week?

Not in the current forecast. The weather service expects sunny, dry days with low humidity in Dunlap through Sunday, with highs in the low to mid 70s.

Are roads closed for the bluegrass festival?

As of midday Monday, we hadn’t seen any festival street closures posted by the City of Chattanooga. Expect busier traffic and parking near the Convention Center, the Southside and Miller Park, especially in the evenings and on Saturday. Check the city’s website before you go.

Are the free bluegrass events really free?

Yes. Organizers say the Exhibit Hall on Friday and Saturday and Pickin’ in the Park on Saturday are free and open to the public. Evening shows and the awards are ticketed separately.

No. Organizers say roads will not be closed and will stay open to through traffic. You’ll just see emergency vehicles and officers on the Aquarium Plaza from about 6 to 10 a.m. our time Wednesday.

Is SR-24 closed in Crossville?

Yes, a short stretch near the Obed River bridge is closed for a bridge replacement, and the closure will last for the whole project. TDOT has posted a detour using SR-462 and SR-1.

Why are the TDOT items the same as last week?

TDOT posts one roadway report for our region each week, usually late in the week. The newest one covers Oct. 15–21. When the next one comes out, we’ll share what’s new.
