π‘ Disconnect the Hose Before Saturday’s 40-Degree Night, Redfin Puts Dunlap Sales Near $238K, and Rates Update Thursday

Or: Frost-Proof the Spigots, Check the Septic Lids, and Watch Wednesday’s CPI Before Thursday’s Mortgage Number
By Thomas Seest, Dunlap.Today Β· Tuesday, October 13, 2026
The air conditioner is still winning today. By Saturday night it won’t be. That’s the week ahead for Valley homeowners: three more mid-80s days, then a clear Saturday night near 40 and a real chance of frost in the hollows.
Here’s this week’s Home, Property & Real Estate brief: Redfin’s September read puts Dunlap’s median sale near $238,000 (a different yardstick than Monday’s Realtor.com numbers β more on that below), NWS shows Saturday night near 40 so this is the week to disconnect hoses and drain outdoor faucets, a Pikeville septic shop is reminding folks that inspections aren’t the same as a pump-out, greenbelt applications for qualifying farmland need to be recorded by March 15, and Freddie Mac’s next rate survey lands Thursday after Wednesday’s CPI.
β±οΈ What this means for you in 30 seconds
- Weather: Highs near 87β88 through Thursday. Friday near 81 with gusts near 25 mph. Saturday high near 65, Saturday night near 40. Hollows can run colder. Drain outdoor faucets this week.
- Market: Redfin, September 2026: Dunlap median sale about $238,337 (+9.3% YoY), 13 homes sold, median days on market 49, sale-to-list about 97.7%. Zillow’s typical home value (ZHVI) is about $270,292 as of Sept. 30. Different tools, different answers β use sold comps, not one website.
- Rates: Freddie Mac 30-year average still 7.40% (Oct. 8). Next update Thu., Oct. 15, 11 a.m. CT. Wednesday’s CPI (8:30 a.m. ET / 7:30 a.m. CT) can move the bond market first.
- Do this week: Disconnect and store every outdoor hose. Shut off interior valves to hose bibs, open the outdoor faucet to drain, leave it open, add a foam cover. Peek at septic tank lids. Clear gutters before leaf season piles on.
- Still on: Free burn permits start Thu., Oct. 15. Dunlap City Hall Thu., 5 p.m. Property taxes interest-free through Feb. 28, 2027.
π Redfin vs. Realtor.com: Same Town, Different Rulers

Monday we walked through Realtor.com’s September overview for Dunlap β buyer’s-market label, median listing $425,000, median sold $365,000, 62 median days on market. Those figures still stand as of that source. Today, a second look from Redfin and Zillow shows why you shouldn’t marry one dashboard.
Redfin (Dunlap housing market page, September 2026 window):
- Median sale price: about $238,337 for the three months ending September (+9.3% from the same period last year)
- Homes sold in September: 13 (down from 16 a year earlier)
- Median days on market: 49 (about six days faster than a year ago, on Redfin’s three-month read)
- Sale-to-list: about 97.7% (homes closing near asking on average)
- Compete Score: 36 out of 100 β “somewhat competitive.” Redfin also notes average homes selling about 2% below list and going pending in around 104 days on its longer compete window.
Zillow Home Value Index for Dunlap sits near $270,292 as of Sept. 30, 2026, up about 2.6% year over year. ZHVI is a modeled “typical home value,” not last month’s closed sales.
Why the gap with Realtor.com’s $365,000 median sold? Different samples, different time windows, and small-town math. Thirteen September closings can swing hard if one acreage or new build lands in the mix β or if another source is weighting a broader set of listings. Treat every site as a weather report. The climate is what a licensed local agent shows you in recent sold comps for the exact street and house type you’re pricing.
Rates watch: Freddie Mac’s Oct. 8 survey held the 30-year fixed at 7.40% and the 15-year at 6.73%. The next Primary Mortgage Market Survey posts Thursday, Oct. 15, at noon Eastern (11 a.m. Central). One day earlier, BLS releases the September Consumer Price Index on Wednesday, Oct. 14, at 8:30 a.m. Eastern (7:30 a.m. Central) β the same morning Social Security’s COLA usually lands. CPI can nudge bond yields and rate quotes before Freddie Mac prints.
What it means for you: If you’re selling or helping a parent sell, price to closed comps on your street, not the highest listing still sitting. If you’re buying, Redfin’s “somewhat competitive” label and near-asking sale-to-list mean you shouldn’t lowball blindly β but you also shouldn’t skip inspection contingencies. Get two same-day lender quotes after Thursday’s number drops.

βοΈ Saturday Night Near 40: Disconnect the Hose First

National Weather Service Dunlap (this morning’s grid forecast) shows sunny highs near 87 today and 88 Wednesday and Thursday, Friday near 81 with northwest gusts as high as 25 mph, then Saturday’s high near 65 and Saturday night near 40. Sunday rebounds near 70. That’s not a deep freeze. It is the first night a lot of outdoor plumbing will feel real cold β and NWS Morristown has already flagged widespread frost potential for the region this weekend, with hollows and higher ground running colder than the official town reading.
Monday’s edition covered testing the heat. Today’s job is the stuff that freezes first when you forget it: outdoor faucets, hoses, sprinkler lines and anything wet in an unheated crawl space. The American Red Cross playbook is short and boring β which is why it works:
- Hoses: Remove, drain and store every outdoor hose. A hose left attached traps water in the faucet and can split even a “frost-free” bib.
- Hose bibs: Close the interior shutoff valve that feeds each outdoor faucet. Open the outdoor faucet to drain. Leave the outdoor valve open so leftover water can expand without cracking the pipe. Add an insulated foam cover.
- Sprinklers / pool lines: Drain per the installer’s directions. Don’t pour antifreeze into water lines unless the manufacturer says so.
- Crawl spaces and garages: Insulate exposed supply lines (pipe sleeves or UL-listed heat tape). Keep garage doors closed if pipes run through there.
- Alarms and fireplaces: While you’re walking the house, test smoke and carbon monoxide alarms β especially if you’ll light a wood stove this weekend. NFPA still wants chimneys inspected before the first fire. Space heaters stay 3 feet from anything that burns.
Gutters and leaves belong on the same Saturday list. Clogged gutters dump water into the foundation right when you don’t want a wet crawl space. Stack storm limbs now; free burn permits start Thursday, Oct. 15 (BurnSafeTN.org or 1-877-350-BURN). Skip Friday if gusts stay near 25 mph.
What it means for you: Fifteen minutes with a hose and a foam cover beats a flooded crawl space in January. Do your house and your parents’ house on the same warm afternoon.

π° Septic Reality Check: Lids, Inspections and Same-Day Help in Pikeville

Most Valley homes aren’t on city sewer. When the system works, nobody thinks about it. When it doesn’t, everything else on the to-do list goes quiet.
Dunlap.Today’s Oct. 13 profile of Swafford Septic Services in Pikeville is a useful nudge before winter: the shop recently replaced four damaged septic tank lids and is reminding owners that a tank inspection is not the same service as a pump-out. Pumping removes solids. An inspection checks the tank’s condition, looks for cracks or leaks, evaluates the drain field and catches problems before the weekend guests arrive. Swafford says most requests can be handled the same day.
Shop details from the post: 171 Double D Road, Pikeville, TN 37367 Β· (423) 447-2212. Locally owned and insured, per the story. As always, ask for a written estimate and proof of insurance, and confirm availability before you drive over.
Quick self-check while you’re frost-proofing:
- When was the tank last inspected β not just pumped?
- Are the lids solid, seated and free of cracks?
- Do you know where the drain field is (and keep vehicles off it)?
- Fall and spring are when a lot of owners discover problems. Schedule before the ground freezes hard.
What it means for you: A cracked lid is a safety hazard and an invitation for surface water to flood the tank. Five minutes with a flashlight this week can save a five-figure weekend.

πΎ Greenbelt for Valley Acreage: Use-Value Taxes, March 15 Deadline

If you (or your parents) own 15 or more acres of working farmland or managed forest in Sequatchie County, the state’s greenbelt program can cut the tax bill by valuing the land at its current agricultural or forest use instead of what a developer might pay.
Per the Sequatchie County Assessor of Property:
- Agricultural: At least 15 acres actively farmed. The Assessor may treat it as agricultural if it can generate an average of at least $1,500 in farm income over any three-year period.
- Forest: At least 15 acres under a sound sustained-yield plan. A licensed forester reviews it, and a signed Forest Management Plan must be on file with the Assessor. Sequatchie does not currently enroll “open space” parcels.
- How to enroll: Fill out the application at the Assessor’s office (or from the Comptroller’s forms). After approval, you record it at the Register of Deeds. It is not enrolled until it is recorded.
- Deadline: Applications must be recorded by March 15. Some late filings can use a $50 late fee β call ahead.
- Rollback: Leave the program, subdivide below 15 acres, or convert to a non-qualifying use and you may owe three years of rollback taxes (the difference between greenbelt and market value). Selling without a new recorded application can trigger it too.
Assessor of Property: 22 Cherry St. E., Dunlap Β· 423-949-3534. Once you’re in, you don’t reapply every year β but you must tell the Assessor promptly if use or ownership changes.
What it means for you: Greenbelt is a tax tool, not a forever lock. Read the rollback rules before you enroll a tract you might sell or split for a kid’s house. Bring the deed and a map when you visit.

π Fall Yard Window, Parents’ House and the Calendar Pointers

Lawn: Tall fescue likes fall. UT Extension guidance for Tennessee cool-season lawns puts the ideal seeding window roughly late September through mid-October (earlier on the Plateau, later farther west). If your lawn thinned over the summer, core aeration plus interseeding at about 3β4 lb of fescue seed per 1,000 sq. ft. is the standard recovery play β and mid-October is late in the East Tennessee window, so don’t wait for next weekend’s cold snap. Fertilize when air temperatures settle into the 60β75Β°F range. Soil test boxes and advice: UT Extension Sequatchie County, 170 Church Street, Dunlap, 423-949-2611 (8 a.m.β4:30 p.m., closed noonβ1).
Parents’ house (short version): Monday covered LIHEAP, SETHRA emergency repair and state property tax relief. Today’s add-on: Tennessee does not currently offer a transfer-on-death deed for real estate, so “just put my name on the deed” DIY tricks can create worse problems than they solve. If downsizing, home-safety mods or title questions are on the table, talk to a Tennessee estate attorney β and note the library wills class from the Boomers roundup as a one-line calendar item, not legal advice.
Still on from earlier this week: Free burn permits Thu., Oct. 15. Dunlap City Hall Thu., Oct. 15, 5 p.m. (permits inside city limits β call 423-949-2115). Sequatchie property taxes remain interest-free through Feb. 28, 2027.
What it means for you: One warm afternoon covers hoses, gutters, a septic lid check and a phone call to Extension if the lawn needs seed. Parents get the same walk-through before Saturday night.

β Your Gen X Home, Property & Real Estate Checklist

- β Disconnect, drain and store every outdoor hose. Drain hose bibs; leave outdoor valves open; add foam covers.
- β Insulate exposed crawl-space / garage supply lines before Saturday night’s low near 40.
- β Test smoke and CO alarms; book a chimney check before the first fire.
- β Peek at septic tank lids; schedule an inspection if it’s been years (pumping β inspection).
- β Clear gutters and stack limbs; burn only after Thu., Oct. 15, with a same-day permit β not on a windy Friday.
- β Pricing a sale? Use local sold comps β Redfin (~$238K median sale) and Realtor.com (~$365K median sold) disagree for a reason.
- β Mortgage shopping: watch Wed. CPI, then Thu. Freddie Mac (currently 7.40% / 6.73% as of Oct. 8).
- β 15+ acres of farm or forest? Ask the Assessor about greenbelt before the March 15 recording deadline (423-949-3534).
- β Fescue looking thin? Call UT Extension Sequatchie, 423-949-2611 β mid-October is late in the seeding window.
- β Helping parents with title or downsizing? Tennessee has no TOD deed for real estate β use an attorney, not a DIY form.
Practical rule: Drain it while it’s 87, price it to what actually sold, and don’t leave a hose attached overnight.

π Plain-English Home & Property Glossary

- ZHVI: Zillow Home Value Index β a modeled “typical” home value for an area, not last month’s median closed sale.
- Sale-to-list ratio: Sold price divided by asking price. 97.7% means a $300,000 ask closed near $293,000.
- Compete Score (Redfin): 0β100 scale of how competitive a market is. Lower = more room for buyers.
- Hose bib / sillcock: The outdoor faucet. “Frost-free” versions still fail if a hose is left attached.
- Greenbelt: Tennessee program that taxes qualifying farm or forest land at use value instead of full market value.
- Rollback taxes: The three-year tax difference you may owe if greenbelt land leaves the program or changes use.
- Septic inspection vs. pump-out: Inspection checks condition and drain field; pumping removes solids. Different jobs.
- PMMS: Freddie Mac’s weekly national average mortgage-rate survey, released Thursdays.
- CPI: Consumer Price Index from BLS β inflation data that can move bond yields and mortgage quotes the same day.
- Interseeding: Adding fescue seed into an existing fescue lawn to thicken thin spots (not the same as rye over bermuda).
β Frequently Asked Questions

Why does Redfin say ~$238K and Realtor.com say ~$365K for Dunlap?
Different methods and windows. Redfin’s September 2026 page shows a median sale near $238,337 over its recent three-month window with 13 September closings. Realtor.com’s September overview listed a $365,000 median sold price and a buyer’s-market label. Small samples swing. Ask a local agent for street-level sold comps.
Will pipes freeze Saturday night?
Dunlap’s official low is near 40 β not a hard freeze. Hollows can run colder, and a hose left attached can still split a faucet. Disconnect hoses and drain outdoor lines this week anyway.
When is the next mortgage rate update?
Freddie Mac posts Thursday, Oct. 15, at 11 a.m. Central. Latest reading (Oct. 8): 7.40% 30-year, 6.73% 15-year. Wednesday’s CPI can move lender quotes first.
What’s the greenbelt deadline in Sequatchie County?
Record the approved application with the Register of Deeds by March 15. Start at the Assessor’s office, 423-949-3534. Enrollment isn’t complete until it’s recorded.
Is a septic pump-out the same as an inspection?
No. Pumping removes solids. An inspection checks lids, tank condition and drain-field performance. Ask for both on a schedule that fits your household size.
Does Tennessee have a transfer-on-death deed for a house?
No, not currently for real estate. Title and probate questions need a Tennessee attorney β not a print-at-home form from another state.
