π Property Tax Window Through February, City Hall Thursday and Burn Permits Start Oct. 15

Or: Pay Without Interest Through Feb. 28, Ask About City Permits, and Get Ready for Fall Yard Work
Sunday for Gen X homeowners in the Valley is less about house-flip TikTok and more about the fridge calendar: when the tax bill can wait without interest, who answers the phone at Cherry Street, whether your project needs a City of Dunlap permit, and what to do with storm limbs before burn season opens Wednesday.
Here’s what’s in this week’s Home, Property & Real Estate brief: 2026 Sequatchie County property taxes were due Monday, Oct. 5, but can still be paid without interest through Feb. 28, 2027, the Assessor values the property and the Trustee collects the bill, Dunlap City Hall meets Thursday, Oct. 15, at 5 p.m. (city limits need building permits; most county land does not), free state burn permits start Wednesday, Oct. 15, local dirt and septic crews are ready after the Isaias remnant weekend, Freddie Mac’s national 30-year average sat at 7.40% as of Oct. 8, and Days of Yesteryear fills Coops Creek Commons Oct. 17β18.
β±οΈ What this means for you in 30 seconds
- Tax bill: Due Oct. 5 β still interest-free through Feb. 28, 2027. Delinquent March 1. Partial payments allowed. Trustee 423-949-2526 Β· pay at secure.tennesseetrustee.org.
- Value vs. payment: Assessor 423-949-3534 (worth/classification). Trustee for the bill and receipt.
- City Hall: Thu., Oct. 15, 5 p.m., 15595 Rankin Ave. Agenda due by Tue., Oct. 13. City Hall 423-949-2115 for city-limit permits.
- Burn piles: Free TDF permit required Oct. 15βMay 15 β BurnSafeTN.org or MyTN. Get it the day you burn. Check city rules inside Dunlap limits.
- Yard / septic: After the storm weekend, get estimates early β Walker’s Dirt Work 423-994-7335; ValleyScape septic guide 423-375-4113.
π§Ύ Property Taxes: Due Oct. 5 β Interest-Free Through Feb. 28

Under Tennessee rules explained by the Trustee’s Association and CTAS guidance, county property taxes are due and payable on the first Monday in October. For 2026, that was Monday, Oct. 5. You can still pay without interest through Feb. 28, 2027. Unpaid taxes become delinquent on March 1, 2027, when interest starts (1.5% per month under state statute).
Partial payments are allowed on the current year’s taxes as long as the full amount is paid by the February deadline. Sequatchie County participates in the statewide Tennessee Trustee portal β search by name or address. The payment processor charges a convenience fee (none of it is kept by the county; you’ll see it before you pay). Mail/pay-to: Sequatchie Co. Trustee, P.O. Box 715, Dunlap, TN 37327. Phone: 423-949-2526.
If you bought property this year, the bill may have gone to whoever owned it on Jan. 1. Check your closing statement or call your title company β the tax still rides with the property.
What it means for you: Think of it like layaway at the hardware store. You don’t have to clear the whole balance this week, but Feb. 28 is the date that keeps interest off the bill. Split it across a few paychecks if a lump sum pinches. Keep the receipt with the mortgage file.

π Assessor or Trustee? Don’t Mix the Windows

Property questions send a lot of Valley folks to the wrong Cherry Street door. Plain English:
- Assessor of Property (James Condra) β value and classification for tax purposes: appraisals, greenbelt, maps, appeals, flood-zone questions. 22 Cherry St. E., Dunlap Β· 423-949-3534. Hours listed: MonβThu 7:30 a.m.β4:30 p.m.; Fri 7:30 a.m.β11:30 a.m. Site has a 2026 taxes estimator, GIS links and forms.
- County Trustee (Larry S. Lockhart) β collects the bill, receipts and online payment questions. 22 Cherry Street Β· 423-949-2526. Listed MonβThu 7:30 a.m.β4:30 p.m.; Friday mornings are shorter β call ahead before you drive in on a Friday.
The Assessor’s site notes Sequatchie County is on a Current Value Update (CVU) for 2026 tax-rate work, with the next full reappraisal on the six-year cycle in 2029 (last was 2023). The Assessor does not set the tax rate or the amount due β value questions go there; payment questions go to the Trustee.
What it means for you: The Assessor is the tape measure. The Trustee is the cash register. Wrong window costs about thirty seconds on Cherry Street β wrong phone number costs a wasted trip from the mountain.

ποΈ City Hall Thursday: Permits Inside Dunlap Limits

The City of Dunlap Board of Mayor and Commissioners meets Thursday, Oct. 15, at 5:00 p.m. in the Commission Room at the George L. Wagner Municipal Building, 15595 Rankin Avenue. The agenda should be posted by Tuesday, Oct. 13, at City Hall and on dunlaptn.gov. Public comments on agenda items are accepted at the start; for non-agenda items, submit a request form at City Hall during business hours. Main line: 423-949-2115.
From the Sequatchie County Assessor’s own FAQ: Sequatchie County does not require building permits for unincorporated property. Utility providers may still require electrical or septic permits. The City of Dunlap does require permits β if your lot is inside city limits, call City Hall before you dig, add a fence, or hang a sign. Building, sign and fence applications live on dunlaptn.gov. If you build in a FEMA flood zone, talk to the Assessor or City about federal requirements first.
What it means for you: County land and city lots play by different rulebooks. A shed that needs nothing on the mountain may need paperwork on Rankin. Peek at Tuesday’s agenda if sidewalks, utilities or zoning touch your street β then show up Thursday at 5 if you want to be heard before the rumor mill.

π Burn Permits Start Wednesday, Oct. 15 β Free, Same-Day

The Tennessee Department of Agriculture Division of Forestry reminds residents that beginning Wednesday, Oct. 15 (through May 15), you need a free burn permit before burning leaves, natural debris or conducting a prescribed burn. Online permits at BurnSafeTN.org or the MyTN app are issued when fire danger is acceptable β typically listed as seven days a week during daytime hours (TDA’s Oct. 7 release cites 8 a.m.β4:30 p.m. local; always confirm on the permit site). Phone option: 1-877-350-BURN (2876), weekdays 8 a.m.β4:30 p.m. Central.
Get the permit the day you plan to burn. Stay with the fire; extinguish it completely before the permit expires. Burning without a permit is a Class C misdemeanor. Inside city limits, check municipal rules first β local rules can be stricter. Sequatchie County’s burn-permit line is also listed in the county directory at 423-949-2925 for local guidance β call ahead if you’re unsure which number fits your pile.
This past weekend’s Wind Advisory and Flood Watch (Isaias remnants; gusts up to about 45 mph in the advisory text; Flood Watch through 7 a.m. Sunday) were the wrong conditions for debris piles anyway. Skip burning until the wood is dry and the permit system is open.
What it means for you: Leaf piles and storm limbs are Gen X yard math. Stack them now; burn only after Oct. 15 with a same-day free permit and calm weather. Never leave a pile smoking overnight like Cousin Billy “checking later.”

π οΈ After the Storm Weekend: Dirt, Drainage and Septic

Remnants of Hurricane Isaias brought a Flood Watch and Wind Advisory across Sequatchie, Marion, Hamilton and (added overnight into Saturday) Bledsoe County. Farmers Market canceled Oct. 10 for high winds. Sunday is the reset β check gutters, low spots, septic lids and any soft driveway edges before you schedule heavy equipment.
Walker’s Dirt Work LLC at 55 Dell Trail, Dunlap offers licensed and insured excavation: land clearing, site prep, septic installation, bush hogging, dozer work and underground utilities. Owner Eric Walker: 423-994-7335 Β· ericwalker71@aol.com Β· listed on Dunlap.Directory.
ValleyScape Landworks offers a free septic-permit homeowner guide for folks who’ve received a septic permit and want the next-step checklist. Phone/text: 423-375-4113 (text “what’s next” or call). The Assessor’s FAQ notes septic permits are handled by the county environmentalist β not the Assessor. Hotline listed on seqassessor.com: 423-634-5745 (24-hour septic questions); Cali Calderwood 423-296-2260, MonβFri 8 a.m.β4:30 p.m. EST β confirm hours before you call.
What it means for you: Valley dirt doesn’t behave like textbook dirt. Get an estimate early if a driveway, outbuilding pad, drainage swale or septic is on the fall list. A local crew that knows Sequatchie soil beats paying twice.

π Mortgages and Local Listings β Shop Quotes, Don’t Chase Headlines

Freddie Mac’s Primary Mortgage Market Survey for the week of Oct. 8 put the national 30-year fixed average at 7.40% (up from 7.28% the prior week) and the 15-year at 6.73%. That’s a national survey average β not your personal quote. Compare at least two same-day local offers before you lock anything.
On the listing side, Dunlap.Today has recently covered Valley inventory ranging from new construction (including a Hudlow Road new-build previously listed around $499,900) to manufactured and renovation opportunities. Treat every price as time-stamped β call the listing agent for current status. Local realtor market notes through early 2026 described Sequatchie County as closer to balanced or buyer-leaning than a hot seller’s market (more days on market, multi-month inventory). Always verify with a licensed local agent before you price a sale or bid.
What it means for you: A rate headline is a weather report, not a contract. If you’re refinancing or buying, get real numbers from a lender who closes Valley deals. If you’re selling, condition and pricing still beat hoping for 2021 energy.

π Oct. 17β18: Days of Yesteryear β Downtown Foot Traffic Near Your Street

Same Saturday morning, the Dunlap Farmers Market returns after the storm cancelation β 9 a.m.β1 p.m., including Young Entrepreneurs Day. Remaining market Saturdays: Oct. 17, 24 and 31.
What it means for you: A free weekend that puts feet on Pine and Rankin. If you own a nearby rental, hang a tidy porch light. If you’re showing a house, Saturday morning downtown is free curb appeal.
